Question Can a PCIe 16 card plugged into a PCIe 8, 4 or 1 card

So can a PCIe 16 graphics card be physically fitted into a smaller sized slot, regardless of the performance?

A better GPU won't give any real performance benefit, because the rest of the system is slooooow.

Will it work? at least cuz I want to stable the CPU Incase I loose my main PC and I need that in backup. Sometimes I do video editing and programming that's why.
