Can a power supply cause stuttering in games?

Is this possible? I have a
GTX 960
2 Sticks 8gb of ram 1333hz
i5 4590
HDD
2 case fans
2 monitors

430W Corsair PSU

No, if there are issues with the PSU, the system will just instantly crash. Your problems seems to be the lack of an SSD. Disable the page file on your hard drive.

I am guessing the 960 only has 2Gb VRAM? This could also cause stuttering if running out and driving 2 monitors with this small amount of VRAM make me think this is more likely.

How do I check? My 960 is a 4gb GPU but I know you said virtual so idk

I just turned off Page File and restarted my comp.

Dedicated Memory 4096
System Video Memory 0
Shared Memory 7662

That total memory amount is not correct, it's reading ~12Gb when it should be reading 16Gb.

I had integrated graphics on but I took it off
