Question Can a RTX 3060 work with my pc?

I need a new graphics card but my other components are really old, can a RTX 3060 work with my pc? I'm trying to go for Nvidia as a graphics card, but I'm not sure which ones can go with my pc. So if a 3060 can't, which of those cards can?
Motherboard: MSI 970 Gaming, model; MS-7693
CPU: AMD FX 6300, 6 core and 3.5 mhz
Ram: 16 gb
Power supply: 650

What do you do with your pc?
What's resolution?

PCIE4 is backwards compatible with pcie2, but you will lose some speed and that card will botleneck your cpu.
What does that mean?
Iy means your card is stronger than your cpu and so it cant reach its peak performance because the cpu will be 100% the whole time likely and gpu maybe 50-60% utilized.
But it shouldnt damage anything doing so

The power supplys make is Evga, and the model is 100-N1-0650-L1. I am not use to models on power supplies so if its the wrong one let me know.
I play games, watch Twitch, Youtube, and browse the internet.
My budget for the graphics card (as I need a complete new one and cant afford anything else) is 300 to 400.

Yeah I researched more about it and knew that my gpu wouldnt be able to use its full power, and it would fully use my cpu, but I wasnt sure if it would be a good idea or not.
