Can an inactivated win10 play/install games and programme?

Can an inactivated windows10 surf the web, download programming applications like python, install and play games? My pc has a 30 day trial of activated windows then becomes an unactivated windows10. I have heard the only difference is updating and you cannot change the background. Is this true?

You can get all updates as well. You can't change the background and some other small personalization features but otherwise it's the same. I run windows 10 unactivated for my gaming pc
