That's actually not a bad build, but a couple of things:
1) Always go with Ethernet, never WiFi. It will have stability issues, and you will never have full speed.
2) Get rid of the DVD drive, Windows can be installed using USB drives
3) Get rid of the SSD for now. SSD only brings speeds to faster boot up and loading times. But only about 10-20 seconds. Use all of those savings to get a RX 570.
It *can* - but it really depends what you want to be recording/streaming at the time, along with the generation of the i3.
Especially with older i3s, any title that requires significant CPU resources will likely not run too well, with OBS requiring some of those resources to be shared. The same would be true for new(er) Skylake or KabyLake i3s (or Pentium G4560), lessened somewhat with generational &/or clockspeed improvements.
AMD would be out of the option, unless you plan on getting Ryzen. A Ryzen 5 1500 paired with a B350 motherboard may do you better. If you don't want AMD, an i5-4460 would be a good choice for that board.

I knew that the SSD was more like a luxury kind of thing because it doesn't make too much difference. But If I later on want to add one, wouldn't the OS run better on the SSD than on the Hard Drive?

Yes the OS would perform better. But for budget reasons, it isn't truly necessary. You only gain about 10-15 seconds on booting Windows and loading games. If you want to spend another $100 to cut down, then be my guess, but it isn't necessary.
