can an lga2011 CPU be used in an lga2011-3 socket?

I'm building a new computer and the graphics card i was going to use is no longer available. None of the lga2011-3 cards are currently in my price range, and I was wondering if it would be possible to fit an lga2011 card in an lga2011-3 slot, or if there are any adapters or anything for the slot. This is my first time building a computer on my own, and i already purchased the motherboard for it.

No it cannot, 2011 and 2011-v3 are two completely different sockets, they are not compatible at all.

Even if they were compatible, LGA 2011 CPUs can only use DDR3 RAM, LGA2011-v3 motherboards and CPUs all use DDR4, and they are NOT forwards or backward compatible at all.

Any and all currently available 2011-v3 motherboards should only have 5820k, 5930k, 5960X and Xeon CPUs whose model ends in "v3" on their compatible CPU list

And in case you were wondering why they are both labeled 2011, I have no idea why. they could easily called it simple like LGA2013 instead to distinguish between them.
 

2011 refers to the number of pins in the Land Grid Array of that particular socket, which has remained the same with the release of the newer v3 version of the socket. I agree, they could probably do with making the differentiation between the two socket versions a little clearer than it is currently, but they cannot do that by arbitrarily changing the number without also changing the number of pins.
