Question Frametime spikes and stuttering after switching to a Ryzen CPU ?

Hey, i wonder if someone can help me i got this problem where i get stutters in-game?
For example, when the game is capped at like 60 it drops to like 50-55 (happens also with uncapped FPS).

I think i have had this problem since i switched my motherboard and CPU like 8 months ago but im not sure, i had an MSI B560 Torpedo and an i5-11400F before.

PC Specs
Motherboard: B550 AORUS ELITE V2
CPU: Ryzen 5600
GPU: RTX 3070
RAM: 4 x 8GB Corsair Vengeance 3600 CL18 (1 new kit plus 1 old kit)
PSU: be quiet 750W

What i tried to far:

• Tried using only 2 Ram Sticks(both kits tested) since someone suggested me to do that sadly it didnt help.
• Updating GPU Drivers / Using older GPU Drivers. (DDU)
• Closing all Backround apps like Wallpaper Engine, Discord, Nvidia Overlay.
• Updating The Bios
• Freshly Install Windows
• Turning XMP on and Off

I hope someone can maybe help me im kinda frustrated.
