Can an unstable CPU overclock cause mouse input lag?
also is it bad to be using a unstable CPU OC? out of all the stress tests programs it only crashed on prime95.

Solution
i would say no. Imput lag is usually a GPU issue since the mouse cursor is accelerated via GPU.

Try this. Turn off the computer, unplug the power cable, take out the graphics card. Clean the slot and the GPU a bit, and put it in again. If this does not solve the issue, uninstall drivers via DDU and make a clean install of it with latest version available.

That should solve the issue. An unstable CPU would not pass any test at all, not even a Cinebench R15.
