Can anyone help me in my Build ?

So I am upgrading my Old Desktop PC ! So here are the specifications :
* Intel Core 2 Duo E4600
* Intel D945GCNL Motherboard
* Local DDR2 1Gb
* Seagate Barracuda 160Gb 7200 HDD
* PATA Phillips Optical Drive
* Frontech PSU 200-250W
So I thought of upgrading the Motherboard, CPU, RAM and PSU. But after lot of thinking I came up to a decision of not upgrading the Motherboard. So the upgrades are as follows :
* Intel Core 2 Duo E8500
* Same Motherboard
* Local DDR2 2Gb
* Same HDD
* Same Optical Drive
* New PSU Above 200W

Now the Doubts :
1. Will I have to reinstall Windows again ? (Currently running Windows 10 Pro 1607)
2. Do I have to format HDD if so in any scenarios then how ? (Keeping in mind its the only Storage Device.)
3. Is there anything else I have to know or think about before Upgrading it ?

NO, you don't have to.

You are just changing the CPU, Windows will see it and be fine.
