Are you plugging it in after the desktop is reached?
Is the drive identified as connected/shown in 'Computer' ?
Many times a drive which contains data that can no longer be read will simply confuse/and eventually lock up WIndows Explorer...
YOu can try another USB port, and, even another computer. If multiple computer's lock up with this drive attached, it is likely failed/failing (USB external drives rarely have the longevity/service life that internal drives do)
