You could forget overclocking and get a cheaper CPU and motherboard, forgoing the need for an aftermarket cooler. With the money you save you can get a larger SSD and the more powerful GTX 1060 6GB.

is it ok to switch out the cpu cooler into a liquid cooler?

Yeah, it's fine. I just wouldn't use the PSU you originally selected.

I actually updated that comment, adding in a build you could do that'd allow for a better GPU and SSD at the cost of CPU overclocking.

It's not that you need 6GB, it's that 3 GB is a bit low. Also, the 6GB version actually has a more powerful GPU, making the additional cost worth it.
