yeah it will definitely work , the question should be about the FPS and the stuttering . You should expect FPS like this on ultra quality , maybe 10 fps less
Being able to 'run' a game and 'play' a game are 2 different terms. Yes it'll run with that build, no it won't be playable. Medium-high is the most you can expect on HD with BF4, with ~40 FPS. Ultra will drop to unplayable 10-15 FPS.
Doubt it.
My rig struggles on ultra@1080p (playable but not always smooth)
But on high it's buttery smooth.
Best thing you can do is get the game and see which settings work best for you.

On medium 1080p the 260x achieves an average of 75 FPS so it won't be 10 fps on 768p , it won't be the best of experience but definitely not 10 fps.
I'd be happy to see those benchmarks, but BF4 is not all about GPU, its 'extremely' CPU intensive, a Phenom 2 will barely manage to get more than 25 FPS on intense multiplayers on Ultra.

on Some benchmarks on the Youtube people get more than 30 easily on 1080p with the phenom and also bare in mind he's gonna play on 768p so he'll be fine

BF4 Runs pretty well on AMD hardware. I have Nvidia and even on a GTX 770 4gb I would get dips into the 20's for FPS. I upgraded to a 780 and even that card sometimes dips below 60fps. The game is just a beast. You will not be able to play it on ultra with that card. You could possibly do high settings though.

I think Average of 30 Fps is very playable on 1080p so on 768p he'll easily play with 40-45 fps easily which is playable non the less

You know on just about any other game I would say 30fps is playable. For me 30 fps on this game looks like it's visibly chugging. I don't know if it's because it is a steep drop or not, but 30 fps on bf4 feels like 15 in any other game, maybe it's just me though.
