Can "Choking" a Power Supply Cause Permanent Damage

Hi

Ive just sold a pc to a friend and built a new one with similar specs. I get about 40-50 frames on arma 3 multiplier on very high and 60frames on single player, and he shows me his and hes getting 15frames on standard! I thought that this was strange, and i asked him if he has his PC on a desk or on carpet, and he said on carpet. He took it off and still the same problem, when i had the PC, ARMA 3 was fine, but now after a couple months on the carpet choking the PSU, im wondering if i caused any long term damage???

Good case airflow with 3 case fans all in a good in/out config.

You mean the Cabinet is placed on the carpet and there is no room for air to get into the PSU?
If yes, YES. Heat develops and stays inside the PSu and causes damages to the PSU components. NOT RECOMMENDED.

Yeh ok, thats what i though. No air into the PSU cannot be good. Would it be commended to buy another PSU?

Well i was under the impression that the PSU may be permanently damaged from its "tormenting past" and a replacement would be needed to run the system at 100% again.

Just horrible game performance that im aware of , but i am unsure on any other unusual behavior
