Im unsure of whats happening, i was playing subnautica or other games i have a amd graphics card, and when i close the game my monitor is delayed like i got a 144hz monitor but when i move a window like my browser or steam its like moving like in a delay and when i do ctrl+shift+win+b it fixes the issue while it fixes it i dont really want to do this every time. i recently did a full uninstall via amd cleanup utility and reinstalled the latest version of the gpu driver.
I have also redone it with DDU today and looked if that fixed it sadly it did not.
Driver v: 25.8.1
gpu: amd radeon rx6750 xt
cpu amd ryzen5 5600 6c processor
Motherboard: gigabyte b550 gaming X
Os: Win 11

Why is the delay a problem?

How long is that delay?

When you close the game and/or shutdown the host system I would expect some delay while the system prepares for the gaming session and/or next boot.

Trying to shorten that time or otherwise circumvent the closing processes could cause file corruption that leads to more problems.

Disk drive(s): make, model, capacity, how full? If the drives are full the system may take longer to find and save any data that needs to be saved until you play again.

Make and model monitor? Some monitors have their own drivers. Perhaps a driver update is needed if you have such a monitor.
