I need to be able to run a 4K monitor (Samsung U28E850R) and was wondering whether my HP Compaq 6000 Pro SFF could be made to do this by perhaps upgrading the motherboard and some other components eg CPU to i7-6700?
It may be that I need an new computer?
Many thanks in advance for any knowledgeable thoughts and suggestions

If you want to run the 4K monitor for games, you have to buy the whole PC, because not all the GPU can game on the 4K monitor.
For the OEM (original equipment manufacturer) PC with low wattage PSU, like your PC SFF with lga 775 MB, you can only upgrade the cpu, add more RAM depends on what cpu and how much RAM it had, and add other low profile GPU. But don't make sense to upgrade it anymore, except you can get the very very good deal on the part.
