Question Can ddr4 be faster than gddr5

So I know that if a game requires more vram than you have on your gpu it then starts using system ram which is slower and it makes the games stutter and causes drops in fps, but what if let's say you had a pc with let's say 64gb of ddr4 4600mhz ram in quad channel and a gpu like a 780ti 3gb or 1060 3gb and a game requires more vram than what you have on the gpu would the gpu going into system ram still cause an fps drop? The 780 ti only has an effective memory speed of 7ghz so wouldn't the ddr4 4600mhz quad channel be faster than the gddr5 vram found on the 780ti?

I know that having 64gb of ddr4 4600mhz paired with a 780ti is an unlikely situation but what if this happened,
