Question can Error Code 99 be caused by faulty PSU?

Hello,
on my AsRock 990FX Extreme 4 the POST stops at Code 99.
I did everything possible:
removed all connection,
reset CMOS
pushed the reset switch
replaced CMOS Battery,
removed CPU cooler applied new paste
replaced RAM
replaced Video Card
there was only one thing left I could think of:
check the PSU.
indeed the V2 output shows LL.
my question: could that be the cause?
I am asking before I buy a new power supply.
I read that code 99 could come from a faulty mobo. But nothing had moved nor changed.

I would really appreciate it if somebody could give me advice on that!

You posted this thread in the Power Supplies section but didn't mention the make, model and age of the assumed culprit PSU. On second thoughts, when posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. if you're able to recall, what BIOS version were you on?

Did you try powering the system with one stick of ram?

I am asking before I buy a new power supply.
The smarter thing to do is to source(borrow, not buy) a reliably built PSU from a friend or neighbor and see if the issue is resolved.

You might want to also source a CH341A BIOS Programmer and see if reflashing the BIOS chip helps alleviate the problem.
