Can fiber optic internet reduce my ping?

I have been using DSL for gaming (CODG, BF4, BL2) and my ping is high from 88 to 220 ms. If I upgrade to fiber optic, will I achieve lower latency connection?

Yes that should lower your ping.

If it is actually available at your house, fiber is far better than DSL.

It's much harder for your ISP to mess up fiber such that it results in higher pings. Because modern fiber is pretty much "a lot faster", oversubscription is less of an issue until you start getting into 75mb/s and faster speeds.
