Can geforce 970 play counterstrike on highest settings?

I thought the gtx 970 can run games such as counter strike: GO on the highest settings. For some reason Its really jittery for me. My PC specs should be fine. I have a i7 with a z97 mini itx motherboard and 8gb ram. So maybe its not the hardware, but i can't think of anything else. Am I doing something wrong here?

Try using DDU to reinstall your drivers, and check your cpu usage while gaming.

I checked my cpu usage is when i log on chrome it goes all the way up to 20% but after it goes back down to 2%
