Question can GPU cause PC won't boot into BIOS ?

i have a problem with my PC today.
i have a palit GTx 1060, yesterday im using computer is fine and dont have problem but, today my PC wont boot up and keep resetting, on the monitor said no signal.

but i change my vga GPU into gtx 560SE an old one, it can boot safely into windows.

so, the one at faulty is my VGA GPU ? or PSU ? my PSU is enermax platinum 500 Watt

im also just make change in group policy so my windows 10 wont keep updating.

answer to your thread question: yes

reset the BIOS by jumper clrCMOS, try booting with the new GPU
the power supply is plugged into the 1060 GPU?

check the GPU in another PC or eventually with another PSU in yours

Which MOBO are you having ? Do you have the latest BIOS installed ? Try clearing/resetting the CMOS settings, if possible. Doesn't seem to be a PSU issue though.
