Can i activate a xbox game code on pc and play it on pc.

It sounds like that only applies to certain downloadable games listed as supporting "Xbox Play Anywhere". A supported game should apparently be accessible from the same account on an Xbox One or through the Windows Store on Windows 10. More details are available toward the bottom of this page...
