Can I boot my Windows PC from an External HDD via USB?

I already have a 500GB HDD installed and working perfectly.

But I was wondering what I would do if it randomly blows up. So I ordered a 2TB Western Digital My Book for backup. I plan to clone my HDD to the External HDD.

Can I boot up Windows normally using only the USB 3.0 connected External HDD?

If so, how would I go about setting this up?

Yes but you would need to set BIOS to boot from USB as first option, if your drive died it would be better to just install the back up and get another drive and clone again.
