Can i build a pc on the cement tiles floor?

i was wondering if i can build a pc on the floor.
the floor is not made of wood is something like cement tiles.. is it safe to build it on?

Besides dropping the peices, the only thing you need to worry about is static electricity. Just make sure you are grounded. Ceramic tile or wood doesn't matter. NO CARPET.
