I'm in the US, but on my Windows 10 Home system I see that I can add Middle East languages via the Language applet of the Control Panel. I'm not familiar with most of them, but do see Arabic is one of them. So I don't know why not. I guess the sure way to find out would be to go to one of the US web sites that sell Windows and see if you can download it or have it shipped to a UAE address.
