Can I connect my 3pin fan to CHA_FAN1

You will have a problem, probably.

The fan says is has "3-pin and 4-pin" connections. What that usually means is that it has a "standard" 3-pin fan connector that plugs into any mobo fan header, but it also comes with an adapter or similar means to connect it so you can pug it INSTEAD into 4 4-pin Molex power output from a PSU. If you choose the latter way, it will always run at full speed, since the PSU's output is fixed at 12 VDC.

Your mobo's manual says it has one CHA_FAN header and its labels say it is designed only for a 4-pin PWM fan system. Elsewhere in the manual there is no mention that it can be changed to operate in Voltage Control of DC Mode. In that case, any 3-pin fan plugged into this header can only operate at all...
You can always connect the fan there, but whether or not its speed can be controlled by the mobo is a different question. I am assuming you are talking about a fan used to cool your CASE, and not about the fan that cools the CPU chip.

1. What fan function - are you really talking about a case ventilation fan?
2. Exactly what fan - maker and model.
3. Exactly what mobo - maker and model.

With that info we can look up your mobo manual and determine what it can do for you.
