Can i download a window app at friends house?

I wanted to download the forza horizon 3 from the windows appstore but it is 60 gb and I have very very slow internet but my friend has super fast fibre optic internet.my question is that I wanted to know if I take my hard-drive to my friends house can he download the forza horizon 3 game to the hardrive which I can bring back and connect to my pc and will the game still be installed and will it work.As I do hear that the forza 3 game is encrypted so wanted to make it clear for my self if this would work.
