I don't know which motherboard, but currently it has Intel xeon e5-2670 CPU and i want to put xeon e5-2678-v3 CPU

The RAM requirements for those two CPUs is different. They can't be interchanged. The v3 CPUs use DDR4 and the original use DDR3. Generally the v1 and v2 can be interchanged.
You really need to identify the motherboard. The motherboard manufacturer will have a list of the supported CPUs.

The lga2011-3 socket processors are not compatible with the lga2011-1 processors, so the answer is no.
