Can i fomat and convert my intel i3 3220 processor from 32 to 64 bit? if i can convert it to 64 will i have any problems later

1. Yes you can have 64-bit version of Windows, as your CPU supports 64-bit.
2. To do this you have to reinstall Windows with a 64-bit Windows install disk, But this will also erase all your data on the hard drive you install it to (i.e. C:) This is what a "clean re/install" of windows is.

Sounds like you wanted to format CPU 32-bit and make it 64-bit. Which is impossible.

Installing Windows 64-bit on a 32-bit version, when you have a 64-bit CPU is on the other hand possible.
If you´re on Windows 10, you´ll need to do a clean install. There is no upgrade path.
 
Your CPU is 64 bit capable so all you need to do is obtain a "Windows 7 64 bit" installation disk and so a fresh install. You will not be able to just update it from 32 to 64 bit, because it is a different platform (32 bit and 64 bit are different software architectures).
