perhaps you could raise cpu voltage to 1.5 & raise multiplier to 20 for a solid 4ghz?
depends on your cooling, and your board. your chip will do it, but do you have a proper cooler?
the board is probably working reasonably hard, doesn't seem to have much in the way of passive heatsinks
however is decent enough for medium duty overclocking but you may be unstable at 4
with that board.

I think you may need to bump your NB voltage and drop core voltage a bit. Click on my CPUz to check my settings. Also does you 2 extra cores work?
