Can I get 2 taskbars on dual monitor extended display?

I have 2 Pcs PC1 and PC2 and 2 monitors.
1. I want to use the two monitors to display from PC1 in extended mode.

also want to be able to switch -may be using a KVM switch so that:

2. I can display from PC2 in dual mode.

Are KVM switches available whereI can switch to 2 Monitors?
