Try your gpu in a different pcie slot if you have another. What cpu do you have? If you have on board graphics try using that to see if it clears up. If it does then its your gpu.

If this helps

What has changed?
Possibly, either the monitor or the graphics card has failed.
To test the possible failure of the graphics card, see if you can attach the tv to the integrated graphics on the back of the motherboard.

To test the possibility of a monitor failure, see if the tv/monitor will work in another environment
