I'm looking to overclock my Ryzen 5 2600 on a msi x470 gaming plus. Can I get a good overclock while keeping my temps under 85?

Short answer - yes you can overclock with that cooler no issue. Just keep in mind you aren't going to get much over 4.2ghz on a 2600 no matter what cooler you use.

If you are trying to get maximum performance in games, keep in mind you may get a bigger performance boost from memory tuning that core clock anyway, Here is a vid looking at that:

AMD CPU's already come with their clock speeds pretty much at the max so don't even bother with the overclock you should already get about you know 4.1 or 4.2 depends on your bio setting but as far as overclocking they come at max speed out of the box.

That is true for the Ryzen 3000 series cpu's, however OP has a 2600, which is clocked quite a bit lower and does benefit from an overclock (as you say, it maxes out in the low 4ghz range but the base clock on a 2600 is only 3.4ghz and it all core turbos around 3.7 at stock settings).
