Question Can i mix cl14 and cl15 ram?

Hello, so I have i5-6400 cpu, msi b150 night elf motherboard and hyperx fury 8gb 2133 cl14 ram. I'm planning on upgrading to 16gb ram but my country doesn't have the same hyperx ram as I have right now. I found Corsair Value Select 8GB DDR4 - 2133 MHz but it's cl15. So will it be compatible together?

It might, it might not be. There's no concrete answer for this.
You won't know for sure until you try it.

If the timings are similar and the hyperx has an available slower timing configuration that matches the corsair then you've got a shot, but no guarantees.
