Yes, but amd cards are usually pretty close to top end, so while you can OC the r250, don't expect too much gains from it. You'll get a few fps at best.

What motherboard you have has no bearing on whether you can OC a GPU or not. The motherboard comes in as a factor for OCing the CPU.

Okay some people told me I would fry it also my power supply and cpu is a 350w and amd fx 8320. So idk if I should trust it HELP PLEASE. 🙁

350w is weak for OC. Better get a new gpu rather than oc. With that low end gpu you wont get much performance

There should be plenty of guides on how to Overclock GPU
