My system is as the following:
Motherboard: Gigabyte ga-b75m-d3v
BIOS version: F6
CPU: intel i5-3470
RAM: 8GB
GPU: GeForce msi 720
OS: Windows 10 (64bit)


question in the title, Can i overclock CPU? or any other step that i can follow to break it and enable full turbo?

No. A B75 motherboard and a non-K CPU. That is a recipe for zero overclocking.
