I just got a MSI ge72vr apache pro 009 laptop and I wanted to oc the 1080p monitor to around 70 Hz. I go into the intel control panel and enter the custom resolution but this error (The custom resolution exceeds the maximum bandwidth capacity) keeps popping up. Am I shit out of luck?

Solution
Hmm... well the laptop is pretty powerful. Not sure why it will not accept anything over 60hz. Did you do anything to the timing, sync width, timing polarity or G.Pixel Clock?
Its best not to input an overclock that is not appropriate for the specific monitor. In your case, the custom resolution that you have entered might have been too high for you monitor/motherboard to handle. You can damage the monitor if you put in an incorrect resolution, or in a worst case scenario damage the motherboard. Its best to lookup the laptop model and to find videos dealing with overclocking the screen. What resolution are you entering?

I entered 1920x1080 >60Hz. Anything over 60 Hertz and I get that error msg

I have no idea what any of that is.

Ya, I would leave the overclocking alone until you get more familiar with the laptop, and you've gotten more experience with display overclocking. I would watch some videos on this matter.
