can i overclock with this setup?

i am running an Amd athlon X4 860k with a corsair 115i cooler, can i overclock and how would i overclock, also the cpu temp spikes from 50c and then slowly drops near 40c then spikes back up.

Temps are ok.
But you need a better than typical motherboard to overclock.

FWIW ; For the price of a 115I cooler, you could have bought a I3-6100 which would have performed better.
Yes, you would also need a 1151 motherboard and likely DDR4 ram.

yeah i have some basic mobo the issue is that im in process of making a complete build, but im buying parts as i go and installing them.
