I get 200 mps on internet but my card is 10/100/1000 can I upgrage

10/100/1000 is a Gigbit NIC...... 200mb/s speeds are well below the capability of your NIC

You could upgrade your internet plan without needing to upgrade your NIC, but there'd be no benefit in upgrading your NIC.
