You'll need a discrete gfx card suitable for min or recommended specs. And your dual core may not allow it to run. Since the game just came out at the time of this post, we can't say for sure on the dual core.

What is your budget and how much of an upgrade do you want to do? If you want to do a partial upgrade can you list your parts or if it is a prebuilt can you post a link to it?

Personally I wouldn't trust an e-Bay seller who doesn't think the PSU is so important as to miss it off his spec.
