No. GPU is too weak. A GPU upgrade might make it playable depending on what model the CPU is.

I would say no.
You could probably get your system to a playable state for under $100 if you find some good deals on used parts

I think the specs are little bit low but you should try your luck but the game will load slowly.

your RAM issue is rather easy and cheap to fix, your GPU issue though would require a little inestment. but you'd still be able to make it work if you can spend around a 100 or At most 150 bucks. Just don't expect a solid framerate at higher setting even after that. you can check out pcpartpicker to build a pc.
