with the processor you should be able to play the game if you have a discrete graphics card however if you run off integrated graphics most likely you wont be able to play it or if it does play you will at lowest settings at probably 800x600 resolution ,, you need atleast a gtx 460 and 4gb or ram for the game... if you get a decent card and enough ram you should be able to sweep through the game

there right your integrated graphics will bottleneck your i7. I would get a higher end card to make the i7 useful. If you could buy an i7 you should be able to buy a high gpu like a 770, 970, You could go a lot lower than that to play gta 5 probably but what's the point of an i7 if you have a bad graphics card???? also if its a laptop your screwed because they ar not upgradable and will have to play on lowest settings with bad fps.
I couldn't even play GTA 4 on my HD 4000 set to 1 GB dedicated VRAM which is similar in performance to the 4600 by only a few FPS in most games. I'd say no on the HD 4600. The i7 is probably overkill though.
That's another thing. You didn't mention the i7 model. We don't know if you're using a dual-core i7, mobile i7 on a laptop or what? Being more specific helps us to help you. If you are using a laptop, RIP GTA5.
All of the broadwell i7s released thus far are dual-cores. But they don't use HD4600. There have been dual core i7s for a while but, come to think of it, I don't think any dual-core i7s use HD4600 integrated graphics.
