I'm going to vote no. Sandy Bridge era integrated graphics are not suitable for games like GTA V. You could watch a Youtube channel such as Lowspecgamer to get an idea of the kind of experience you'd have. It depends on how ugly you're willing to make the game look and how picky you are about framerate.

No you can not be able to play GTA V on that integrated 1GB graphics card. You have to buy something cheaper like GTX 1030 or GTX 1050 which can provide you better frame rate at cheaper rate. you can check if your hardware can run a particular game then go to game-debate.com. There you will find everything about your hardware (i.e If you can run GTA V, Witcher 3, PUBG etc).
