Question Can I play max settings without stutter?

I think I made a mistake a few years ago purchasing 165hz monitor. Don't get me wrong it's a very good monitor but I'm finding it hard to understand how to use it without having visual problems. As of now I have gsync enabled along with vsync in nvcp. The question I have is when I play a single player and lets say I want to put the graphics to maximum which means I will then get lower fps than what my refresh rate is. This is bad right? lets say this one specific game I play on max settings i achieve around 100-140 fps. Since I have gsync and vsync on will this cause problems? I do encounter stutters which is horrible. What is the best solution without obviously buying better hardware. I need to turn down the settings or is there a way I can actually play maxed out graphics with my setup?
