Solution
This worked well for my garage PC that's a modded SFF HP with a 2nd power supply, hd-4870, 32" 720p lcdtv, i5-2500, win7 x64.

I found that forcing the i5-2500 to always run at it's max 3.4ghz Four Core Intel Turbo Boost speed does help. It also stops the latest "Plundervolt" exploit from slowing down your cpu and then making the antivirus, ect. work on the slowest cores and from causing BSOD's if it manages to drop the voltage enough. (That happened 3 times until i figured it out.)

Make a shortcut to the startup file for it once you are happy with the way it runs.
Drag and drop the shortcut into Start\All Programs\Startup. It should run on startup.
In CPU-Z there is a option on one tab so you can see the speed of all 4 cores.

There is another program called Realtemp that also works.
In this vid he shows CPU-Z, ect. and how without it it throttles down to 798mhz.

The i5-2400 should be able to run on all 4 cores at 3.2ghz. A extra 100mhz is better than nothing on a locked board\cpu.

At 9:58 there is the 1080p benchmarks.

A Vega 56, RX5700, GTX1660ti, RTX 2060 super at least... Even my GTX970 OC is now falling behind.
The game favors faster\newer amd gpus a bit so the RX580 does ok here out of the cheaper cards.

The game doesn't scale much with a intel cpu going above 4 cores..

In rockstar's specs.. The game clearly favors AMD cpus with Rockstar claiming a i5-2500K is equal to a FX6300..

I have Call of Juarez: Gunslinger. There is a newer one Call of Juarez: Bound in Blood
There is a Call of Juarez: Gunslinger playable demo on steam.

Those Gamers Nexus videos are from when the game released on PC in November when the game had tons of stutter problems that were fixed with patchs. Since November, Rockstar has patched the game quite a bit, so it's possible that quadcore CPUs like an i5 will work well as long as people don't have high expectations of a 9 year old i5.

Most of the BS that happened - aka, The Day One Release, shouldn't have been a thing for a game that was already a year old.

The RAGE engine(13 years old!) also has an issue where it stutters for people who can achieve running over 140fps.

Looking at some of Steam's last month reviews, the game's still borked for a number of people.
January: the patches probably did their job - for most people. The still unpatched issues probably turned people away too.
The recent discussion threads: Nope, still runs like crap or crashes for some. But with so many different combinations of hardware out there... can't make EVERYONE happy.
