Can i power on/off my HDD when i want it to? (win 10)

Hi, i have made a pc and it is very silent but not silent enough for me.
It is not that my fans are bad and very noisy but the HDD is anoying me, because it makes lots of (vibration) noise when i am not doing anyting on it!
I have an SSD where windows 10 is installed on.
But can i turn my HDD off when i am on Mozilla Firefox or Chrome? because these programs are on my ssd and my HDD doesn't have to do anything, CAN I TURN IT OFF? (controlled)

I only need my HDD when i am gaming or doing things with virtual machines

Strange, my HDD only makes sound whenever I'm accessing the files on it, otherwise It's completely silent. Why is your HDD making vibration sounds? Not properly installed to your case?

Not that i know, its the vibration sound of my hdd spinning not the little pin that reads it.
But i don't know what to do to it.

HDD: Seagate Baracuda 1TB
SSD: SanDisk 128GB

Not when i am doing stuff on it, but when i am doing this in firefox the usage is 0% all the time.
