So this is the monitor:
https://www.amazon.com/HP-Pavilion-21-5-Inch-HDMI-Monitor/dp/B015WCV70W/ref=sr_1_1?s=pc&ie=UTF8&qid=1474593650&sr=1-1&keywords=monitor
The monitor is a standard 60hz 1080p monitor and its beautiful and overclockable to 75hz according to reviews. But since overclocking it means going to NVidia control panel and putting 75 in the bar, why cant I just put it to 100 or 144? I can put in 144 for the refresh rate but I don't know what will happen. Also I can change the pixels in the control panel as well basically putting 2k instead of 1920x1080 but is there a downside or something?

Two things will happen if you try to set a monitors Hz range above what it`s maximum frequency is stated.

1.You will loose the screen display all together, and may possibly damage the monitor.
2. Your signal from the graphics card will not be detected and the monitor will report it out of range.

And there is a third.

3. When you play a game you will suffer from jerky game play and possibly really bad screen tearing.
Would you be able to link to a review? It sounds like they didn't overclock it, but instead used a higher refresh rate setting that comes with the monitor as default. I say this because that's how I use 75Hz on my monitor. Many monitors do this so it's surprising that they don't advertise "Max Refresh Rate".

Anyways, you can overclock your monitor properly but be aware that it's not as simple as overclocking a graphics card (or CPU). Weird things can happen including black borders, grey areas and other things if you turn it up too high. It also has an impact on lifespan but it is hard to predict just how much of an influence it has. Many people with 60Hz monitors have managed to get to 80Hz but don't expect much higher. Here's a link to a guide:

EDIT: I don't know what would happen if you went for 100Hz. My guess is that it would freeze or shutdown.

It likely wont overclock past 75hz, for the same reason your cpu wont overclock to 8ghz, its just not designed to run at that speed. If you try to overclock too far, your monitor will just have a black screen and say out of range, and you will have to step the refresh rate back
