Can I put an RX470 In This?

The PC has a Xeon W3550, 8GB DDR3 Ram, and an Nvidia Quadro M2000.
It has a 450W PSU, so will it be able to cope with an RX470, or should i just get a 1050ti, which has the same TDP of 75W as the M2000

Assuming your 450w PSU is a fairly good unit, then yes... You will be just fine with a 75W GPU. If you have 6-pin / 8-pin power connectors, then you can look toward a larger GPU as well. No larger than an RX 470 or GTX 1060 6GB.
