But your PC only has a 180W PSU, Recommended minimum for GT 1030 is 300W... but it only consumes 30W (or 20W for SDDR4 version) So it might work,
But probably it's best to trust the manufacturers recommendations.

Also as a side note, depending on the games you play upgrading to 8gb of ram could give you better performance. (if you play games, if you don't then a better GPU probably won't make a difference unless you do some work that needs a lot of GPU power.)
