Can I put on thermal paste now?

In the process of getting some old thermal paste of a stock intel cooler and I was wondering if I could just put the new paste on now or wait until it's 100% clean http://

fixed the picture link but it doesn't seem to be wanting to come off but i'll keep at it.

I see no lingering paste residue on there.

What are you using to take the old paste off? It should just clean right up using Isopropyl alcohol and a lint-free cloth
