Question Can I put two RGB and two non RGB ram into my PC without issues? (Exact same RAM minus RGB)

Even if it's the same RAM?
I have tried doing this with 2 identical RAM kits (no rgb mismatch) back in the DDR3 days, and it worked fine. I have tried doing this again with 2 identical DDR4 Corsair dominator bla bla kits and it didn't work initially...but I tried that again on another motherboard (different model and make but same chipset) and then it worked. That's with exactly the same kits.

Now, I don't think you run any risk, other than wasting your purchase, in trying (Although it should be said that I am no expert). If the vendor offers a return after opening the box without anything being broken etc., it might be worth just trying it.
 
Corsair kits are never exactle the same if they're not sold together. Different batch and even different memory ICs are usual. They're not guaranteed to work together properly.
Right, let me reformulate: That's kits with the same form factors, same brand, model, same color, same product number, same CAS latencies, and the same FR latencies.

I think this is what OP is referring to.
 
You have positive experience with mixing DDR5 RAM on a Z790 motherboard?
I do not.

As I mentioned before, my experience is limited to DDR3 and DDR4. I have no RAM mixing experience with DDR5, whether it's on a Z790 mb or not.
 
So really there's no guarantee and it's sort of pointless due to the fact no retailer here in Canada that I know of has 4 sticks of RAM in a single box. Seems a bit silly to me that they wouldn't make sure they would work together.

Not "silly" at all.

When RAM comes off the line, they put sticks together on the tester. Whichever ones work together, thats what ends up in a 'set' and in the same box.
The next 2 or 4 off the line may not work with the previous 2 or 4.
